For #22, this works:
  F=[zeros(2,4);0:1:3;zeros(1,1),10:-2:6;zeros(1,1),20:6:32]'  

Seems dopey to type zeros(1,1) rather than just 0.
Notice I found it more "convenient" to form the columns as rows,
and then take the transpose. 
In fact, in MatLab arrays are automatically initialized with zeros,
which I forgot.

Note:  #7a  That should read 1% of FINAL value.  The initial value is zero.
The solution in the solutions manual is for the current reaching 99% of its final value.
t99=-(L/R)*log(1-R/V*0.99*if)
But, the final current is if = V/R.  Therefore
t99=-L/R*log(1-R/V*0.99*V/R)=-L/R*log(0.01).
For 1% of the final value, it's t01=-L/r*log(0.99).
