The solution in the solutions manual is for the current reaching 99% of its final value. t99=(L/R)*log(1R/V*0.99*if) But, the final current is if = V/R. Therefore t99=L/R*log(1R/V*0.99*V/R)=L/R*log(0.01). For 1% of the final value, it's t01=L/r*log(0.99).
